Tyngsborough Middle School

Summary: In May of 2022, Town Meeting voted to approve the construction of a new Middle School on the Norris Road Campus following a yearlong Massachusetts School Building Authority (MSBA) process that looked at the feasibility of new construction. Prior to this vote, the Town was invited into the MSBA process which allowed the Town to be reimbursed for roughly 30% of the project costs. The remainder, roughly $54M, was approved as a debt exclusion by Town Meeting in May of 2022. A debt exclusion is debt assessed to taxpayers above the levy limit -- and expires when the project is fully paid off. For the purposes of this project, the Town anticipates a $54M borrowing over 30 years with an annual contribution of $1M from the general fund to reduce the tax impact. 


In July 2022, Fontaine Bros was selected as the General Contractor for the project and construction of the new school began in earnest in early 2023. As of August 2025, the new school is completed and the old school has been abated and demolished. Limited site work remains. Central Offices moved into the new school in early August and by the first day school the new school will be fully operational. The project is on schedule and projected to be roughly $2M under budget.

Norris Road Sidewalk Project

Expected Completion: September 2025


Summary: This project will see the installation of an ADA accessible sidewalk on Norris Road between Frost Road and the campus that houses the Tyngsborough High School and Tyngsborough Middle School. Approved as a part of the 2025 Capital Improvement Plan (CIP), this project delivers on a public interest project that has been sought by residents for many years. At its completion, students will be able to safely travel to the intersection of Frost Road which is a frequent route for students walking to Ayottes on the Tyngsborough/Hudson line.

Winslow School Exterior Assessment Project

Department: Administration 

Funding Source: Community Preservation Committee (CPC)

Cost: $22,300

Expected Completion: October 2025

Summary: In late 2024, the Historical Commission submitted a request to the Community Preservation Committee to utilize CPC funds to restore the entire exterior of the Winslow School in order to preserve the exterior envelope. This comes on the heels of the $1.5M project approved by voters in May 2023 to demolish the additions to the Winslow School and restore the exterior of the original school house. In July 2024, the Town was provided cost estimates to complete that work that showed that the total expected costs would exceed $2.4M. Due to the lack of available appropriation, that project was put on hold. The Historical Commission desires to use the unexpended funds from that original project to restore the entire exterior until a future plan for the inside can be determined. In reviewing the request, the Community Preservation Committee decided that it needed a full architectural review of the exterior of the building to better determine its condition and the cost to perform the work requested by the Historical Commission. As such, they authorized $22,300 of their administrative expenses budget to hire an architectural firm to complete the work.


In June 2025, the Town awarded a contract to Gale Associates for this work. Their scope of work included a full exterior assessment, the delivery of a conditions report to the Town, and a cost estimate to restore the entire exterior of the building. In August, Gale Associates presented the conditions report to the Town, which can be viewed here. In the coming weeks, Gale will use this report to provide a cost-estimate which will be used by the CPC to determine next steps, if any. The final cost estimate will be presented to the Community Preservation Committee during a public meeting this fall. 

Winslow 2

Fire Department Schematic Design

Summary:At the May 2025 Annual Town Meeting, voters authorized the borrowing of up to $300,000 to hire an architect to conduct the schematic design of a new Fire Department Headquarters. Schematic design is the first phase in the construction process whereby a high level concept of the building is designed. During this phase, the size of the building, layout, and other design considerations will be determined. Based on the schematic design, the Town will then obtain a general construction cost estimate and full design cost. When appropriate, these numbers will be used to request funding from Town Meeting to advance the project. If constructed, this building would replace the current headquarters building on Kendall Road which was originally built for a call-fire department and saw a handful of modifications at no cost to taxpayers over the years to meet the department’s current needs. The Select Board has prioritized the replacement of the Kendall Road Fire Station due to health and safety challenges with the existing building and lack of adequate space for the various aspects of the department’s needs. The Town maintains two smaller, volunteer stations on Chestnut Road and Lakeview Ave. Those buildings do not have the space or amenities to house the on-duty firefighters but instead serve as call-stations where apparatus is retrieved as necessary. The Kendall Road station is the only station that is staffed 24/7.


In August of 2025, the Town released a Request for Qualifications to hire a qualified architect to perform the work. Responses are due on August 20, 2025 and then a review committee consisting of members of the Fire Department, Administration, DPW, and Select Board will review proposals and determine the most qualified firm. The selected firm will be in contract by mid-September and work on the schematic design is expected to last 3-4 months.

2025 Roadway Improvement Project Phase II

Funding Source: Chapter 90, Road Stabilization Funding 

Cost: $675,000

Expected Completion: Summer 2026

Summary: The 2025 Roads Improvement Project Phase II is the full-depth reclamation phase of our annual roads program. The roads included in this year’s project include Elm Street, Oak Street, Pine Street, Bridget Ave, and Lincoln Drive. A full depth reclamation involves tearing up the existing road and completely reconstructing it -- including addressing accessory issues like drainage.


The Town released an Invitation to Bid for this project in August 2025 and expects to award a contract by September. While some of the work may take place in Fall 2025, the total project is expected to be completed by summer 2026.

Demo of 180 Lakeview Ave

Department: Administration

Cost: $118,000

Expected Completion: September 2025


Summary: Prior to 2015, the Tyngsborough Council on Aging operated out of a small building located at 180 Lakeview Ave. With 2 offices, a large closet, a small kitchen, and a large function room, the COA quickly outgrew this space and moved into its new building in June of 2015. Over the next 10 years, the building would remain vacant with only limited storage use during softball season. In February of 2023, the building suffered significant water damage that resulted from a burst pipe. After reviewing the damage and determining that no other municipal use for the building remained, Town Meeting in May of 2023 allocated funding to abate and demolish the building.


In July 2025, the Town awarded a contract to S&R Corporation for the abatement & demolition of the building following an abatement design project in Spring 2025. S&R Corporation is expected to take the building down in August 2025. At the conclusion of the demolition, the existing footprint of the building will be paved over allowing more parking for the existing softball field on the parcel. There will be no impact on the recreation field or adjacent open space parcel.
